West Kowloon Cultural District Authority has issued the request for expression of interest for the Art, Commerce and Exhibitions (ACE) PPP Project in Hong Kong.
ACE project at West Kowloon Cultural District will include the first exhibition centre set in a downtown art district, a hotel and rental offices together with embedded retail/dining/entertainment (RDE) facilities. The exhibition centre will provide 47,045m² of art, commerce and exhibition space. Adjacent to the exhibition centre is a U-shaped site for 81,066m² of hotel and rental offices as well as 6,894m² of embedded RDE facilities.
The West Kowloon Cultural District is one of the largest and most ambitious cultural projects in the world. The vision is to create a vibrant new cultural quarter for Hong Kong on forty hectares of reclaimed land located alongside Victoria Harbour. With a varied mix of theatres, performance spaces, and museums, the West Kowloon Cultural District will produce and host world-class exhibitions, performances, and cultural events, providing twenty-three hectares of public open space, including a two-kilometre waterfront promenade.
Private sector investors/ partners will be invited to tender for the right to construct and operate the facilities in the ACE package during the BOT period. Unlike other BOT development packages under the arrangement, ACE will not be required to provide an upfront payment to the Government.
The deadline to submit interest is on August 26, 2019.
The tender issuance is estimated to be issued in the Q1 2020 and the tender to be awarded in Q3 2020. in 2025/2026.
