Contracting authority MyHSR Corporation Sdn Bhd (MyHSR), a company owned by the Ministry of Finance in Malaysia launched an EOI seeking Technical Advisory Consultant for Kuala Lumpur-Singapore High-Speed Rail (HSR) project. The Kuala Lumpur-Singapore High-Speed Rail (HSR) project involves design, build, finance and maintain all rolling stock and rail assets (e.g. trackwork, power, signaling, and telecommunications) for the line. The HSR line will be about 375 km long and stop at eight stations – the termini in Bandar Malaysia and Singapore, and six intermediate stations in Putrajaya, Seremban, Ayer Keroh, Muar, Batu Pahat, and Iskandar Puteri. The trains will run at a top speed of more than 350km/h.
The project was suspended by the government of Malaysia because of the high project cost. But MyHSR is considering an assessment of initially recommended options with the aim to reduce the project cost. MyHSR has carried out an assessment of the project known as Initial Recommended Option, with the aim of reducing costs. MyHSR Corp would like to appoint a technical advisory firm, or consortium to assist with reviewing the technical and cost elements of this assessment. The role of the advisory includes a review of technical assumptions, collection of necessary data to support the validation work, develop 3-D alignment model with Plan & Profile drawings for the alignment based on the new data & also estimate the quantity and unit rate, review and validate the master programme, risk assessment and propose mitigation. The advisory is responsible to develop operational simulations for various scenarios too.
The deadline to submit a response for EOI is 26th April 2019.
