The Asian Development Bank (ADB) with the Office of Public-Private Partnership (OPPP) in Kazakhstan has issued a request for expression of interest seeking a financial consultant for construction and operation of a general university hospital with 300 beds in the city of Karaganda.
The consultant will be responsible for the review of project documentation, preparation of the financial model, description of main project risks and key financial and economic assumptions, transaction structure and risk allocation, recommendations with regard to the financial structure, measures of government support, public-private partnership (PPP) structure risk matrix; payment mechanism and provide inputs for the tender strategy aimed at achieving the objectives of the Ministry of Health by maximizing the value for money for the Government of Kazakhstan, including review of criteria for evaluating the prequalification applications (PQA, prepared by Legal Consultant). The Financial Consultant is also expected to provide advisory support for the passage of approvals and expert reviews of the project documentation in terms of financial and risk inputs.
