EOI issued for the Shrub Hill Quarter regeneration project in Worcester

Worcestershire County Council (WCC) has sought to procure a Development Partner for part of the Shrub Hill Quarter, an area that extends from Shrub Hill Station to the city center.

WCC is advancing long-term opportunities by developing the Shrub Hill Spatial Blueprint, securing funding for demolition and redevelopment in Phase 1, and conducting technical due diligence on its land assets. Over the next 20 years, the area is expected to become a new gateway to Worcester City Centre, featuring 2 hectares of public space. A central green corridor will link Shrub Hill Station to the city, complemented by new pedestrian and cycle routes. The Quarter’s layout will be shaped by movement pathways and view corridors, incorporating the area’s heritage—such as the canal and historic buildings—to enhance character and wayfinding. Illustrative masterplan example for the entire vision area:

  • Residential approx. 37,000 sq m (398,265 sq ft)
  • Commercial approx. 87,500 sq m (941,842 sq ft)
  • Residential parking approx. 140
  • Commercial parking approx. 380

Phase 1 encompasses all land owned by WCC and will be the primary focus for the Development Partner in the initial stages, including Lower Yard and Upper Yard. Alongside delivering Phase 1, WCC aims to collaborate closely with the Development Partner. Key considerations will include public spaces, pedestrian and cycling routes, enhancing canal access, and optimizing car parking to establish the infrastructure and connectivity needed to support regeneration and its integration with the city center.
