EOI issued for Sylhet-Charkhai-Sheola Highway Improvement Project in Bangladesh

The Roads and Highways Department (RHD) under the Road Transport and Highways Division, Ministry of Road Transport and Bridges has invited eligible Consultancy Firms to express their interest in providing Services for the Sylhet - Charkhai - Sheola Highway Improvement Project in Bangladesh.

The extensive range of consulting services encompasses the supervision of construction and project management for the 43 km Sylhet-Charkhai-Sheola Highway. The assignment involves several tasks:

  1. Conduct a limited survey and investigation to validate the contractor's submission of work plans, shop drawings, or other proposals related to the execution of the works. Suggest necessary adjustments or revisions for the contractor if required.

  2. Review and, if necessary, update the Issue for Tender (IFT) design, including Highway and Structural drawing volumes within the civil works tender documents.

  3. Provide support in procurement and contract administration for the Roads and Highways Department (RHD) to effectively execute the project.

  4. Ensure Work Zone Safety by reviewing and approving the contractor's Occupational Health and Safety Management Plan (OH&SMP).

  5. Conduct comprehensive supervision, Quality Assurance, and Quality Control of project implementation activities by contractors, ensuring full compliance with civil work contract documents.

  6. Monitor project performance and assist RHD in successfully implementing social and environmental requirements by ES specifications during the project period.

  7. Perform Road Safety Audits at work zone stages, construction stages, and pre-opening stages. Conduct Road safety Training and prepare relevant training materials.

  8. Prepare a road maintenance manual for Performance-Based Contracts (PBM).

  9. Provide support for the installation of Intelligent Transportation Systems (ITS) and Optical Fiber Communication (OFC) systems. Facilitate Technology Transfer to the Project Implementation Unit (PIU).

  10. Organize seminars and workshops.

  11. Facilitate Technology Transfer on ITS systems.
