EOI invited for Advisory Services for New Bus Terminals PPP Project in Malawi

The Ministry of Transport and Public Works has invited eligible consulting firms (Consultants) to indicate their interest in providing Consulting Services For a Public-Private Partnership Feasibility Study of Bus Terminals For Blantyre, Zomba and Mzuzu Cities in Malawi.

The Government of Malawi (GoM) has obtained credit and a grant from the International Development Association (IDA) under the Southern Africa Trade and Connectivity Project to support efforts to reduce trade costs and time, increase access to improved infrastructure, and increase value chain development in targeted corridors of Malawi and Mozambique, and intends to apply part of the proceeds for consulting services. The specific objectives of the feasibility study are to:

  • confirm the available site(s) while factoring in stakeholders (end-users) input;
  • develop technical specifications needed to build a modern bus terminal complex;
  • carry out preliminary environmental and social assessments and prepare an E&S scoping report; 
  • advise on PPP options insofar as they are applicable; and
  • upon approval of the feasibility study, assist GoM in the process of attracting the Private Partner and/or other strategic partners who will design, finance, construct, operate and transfer the bus terminals.

The Advisor will perform a feasibility study to:

  • Assess the project's feasibility, bankability, and alignment with the nation's strategic and operational goals.
  • Examine key decision factors for project implementation, including PPPs, such as affordability, value for money, and risk transfer, with a thorough risk assessment.
  • Demonstrate the project's affordability for the government and its impact on bus fares, considering detailed cost estimates (capital, operational, and maintenance).

The assignment is for 24 months and it is expected to commence in September 2024.
