Capital Improvement Department (CID) in El Paso in Texas has launched a tender for interested firms to deliver financial and business advisory for public-private partnerships consulting services.
The CID of El Paso includes more than a billion dollars worth of investment in public infrastructure: quality of life infrastructure, complete streets, standard-setting municipal facilities, and mobility infrastructure which includes Sun Metro facilities and the El Paso International Airport.
The selected firm must provide financial and business advisory public-private partnerships consulting services for delivery model to complete certain elements of its capital improvement plan, analyzing projects, developing and preparing financial models and providing information on P3 best practices, including opportunities that can achieve costs savings or revenue generation, prepare a business case analysis of proposed, review, assess, and provide mitigation strategies for addressing critical path items, review industry comments on the proposed technical solutions/options, integration risks, project bundling, project phasing requirements, financial strategies, and commercial structures and advise and assist in developing the procurement process to the government authority of El Paso.
A non-mandatory pre-proposal meeting were held on May 8, 2019.
The deadline for the submission of documents is on May 29, 2019.
