The European Bank for Reconstruction and Development (EBRD) is seeking consultants for feasibility studies of two PPP waste projects in Tajikistan: the Nurek Solid Waste project and Khorog Solid Waste project.

For the Nurek Solid Waste PPP project EBRD  is considering a transaction consisting of a loan and a capital expenditure grant from an international donor, to finance a priority investment programme in solid waste operations in the Nurek city. The project will:

• Provide the new equipment (waste collection bins, trucks, etc.) needed to improve the operating efficiency and technical capacity of the landfill as well as the waste collection/transportation services.
• Fund civil works to rehabilitate the existing dumpsite or develop a new site.
• Prepare a closure and monitoring plan for the existing dumpsite.
• Introduce institutional and strategic changes in waste management aimed to boost commercialisation and achieve full cost recovery.
• Assess the feasibility of a landfill gas recovery system; if proven feasible and economically viable, the landfill renovation will include the necessary infrastructure in preparation for a second investment programme to utilise landfill gas for energy production

The consultant will prepare a comprehensive feasibility study to identify a technically and economically feasible/bankable priority investment programme in solid waste operations in the Nurek city. The maximum budget estimate for the assignment is €280,000. The assignment is expected to start in mid-2014 and last for 4 months.

For the Khorog Solid Waste PPP project EBRD is considering a transaction consisting of a loan of US$2 million and a capital expenditure grant of US$2 million from an international donor to finance the project. The project will:

• Renovate the existing landfill to reduce its environmental impact and augment its sanitary/operating standards.
• Procure the equipment (waste collection bins, trucks etc.) needed to improve the operating efficiency and technical capacity of the landfill as well as the waste collection/transportation services.
• Introduce institutional and strategic changes in waste management aimed to boost commercialisation and achieve full cost recovery.

The expected outcome of the assignment is to identify if the project is technically and economically feasible as a priority investment programme in solid waste operations in the Khorog city. The maximum budget estimate for the assignment is €280,000. The assignment is expected to start in June 2014 and has an estimated overall duration of 3.5 months.
