EBRD is seeking a consultant for 15 school PPP project

The European Bank for Reconstruction and Development is seeking to contract a consulting company (the Consultant) who will provide transaction advisory support to MoE to design and implement a pilot project comprising the Design, Build, Finance, Operate, Maintain and Transfer (“DBFOMT”) of up to 15 elementary and secondary schools under a PPP model, with an aim to replicate it across the country in phases. The schools are expected to be powered through renewable energy generation solution. 

Jordan has around 7,170 schools, of which about 3,800 schools are run by the Ministry of Education providing education to 1.33 million students. Public schools in the country are overcrowded with more than 600 schools running on double shift, 830 schools being rented as well as suffering from deteriorating infrastructure, resulting in a sub-standard learning environment.

The PPP scheme will include construction and facilities management for the schools, while the provision of all pedagogical services will remain within Ministry of Education responsibility. The pilot schools are prioritised in locations where existing schools are over-crowded, operate on a double-shift basis, and use sub-par rented properties.
