East Hertfordshire county is currently seeking to appoint an experienced regeneration developer with the resources, vision and ambition to deliver an innovative scheme on the 2.1 ha (5.2 acre) site in the town centre of Bishop's Stortford, in Hertfordshire. The council will use the competitive dialogue process comprising an initial selection questionnaire followed by shortlisted parties entering a period of dialogue before submission of final proposals.
Developers interested in viewing the procurement documents and/or bidding must register with Supply Herfordshire, the tendering system used by East Herts. The selection questionnaire response submission deadline is 12 noon on the 28th August 2018, and the appointment will be managed through a three-stage public procurement process.
The council will incorporate a minimum 10 calendar day (when using electronic means) standstill period at the point information on the award of the contract is communicated to tenderers. This period allows unsuccessful tenderers to challenge the decision to award a contract before a contract is executed/signed. The Public Contracts Regulations 2015 provide for aggrieved parties who have been harmed or at risk of harm by a breach of the rules to take action in the High Court.
