The Ho Chi Minh City has submitted the cost estimation to the ministry of transportation for the Ho Chi Minh City - Moc Bai Expressway project. The recent estimation was US$ 129 million more than the original estimated cost submitted by the city. In October 2019 the city submitted an estimation of VND 10.7 trillion (US$ 460.98 million), which has been increased to VND 13.6 trillion (US$ 585.92 million). The reason for the increase in cost is revised land valuation for the land acquisition process and site clearance.

The project includes the development of 17 meters wide 54 kilometers long expressway between HCMC to Moc bai. The concession period for the project is 23 years including the construction period.
