The National Infrastructure Agency (ANI) has announced that it is carrying out the contractual review of the Autopistas del Caribe concession project and the Cartagena-Barranquilla freight corridor in Colombia.
The Autopistas del Caribe concession is a Private Initiative where the originator bears the responsibility and cost of structuring the project. The investment for construction is US$2.33 billion (CAPEX), with US$4.42 billion allocated for operation and maintenance (OPEX). The entire financing for the project, 100%, is derived from toll collection, without any contribution from the Nation. As part of the project's structuring, the concessionaire established a tariff structure based on the collection of 6 existing tolls (Gambote, Pasacaballos, Turbaco, Bayunca, Galapa, and Sabanagrande) and introduced 1 new toll (Arroyo de Piedra). Among these, the Turbaco toll represents 39% of the total average daily traffic (TDP), and Arroyo de Piedra represents 7%, collectively constituting 46% of the corridor's traffic.
The ANI has engaged in 10 working groups with the concessionaire and the auditor, where the concessionaire presented 6 scenarios for project restructuring. However, all proposed alternatives advocate for the complete reactivation of the Turbaco toll and the installation of the Arroyo de Piedra toll. Due to the shortfall in the required collection for the project, a special subaccount has been utilized to compensate for the resources, amounting to US$84,903 million. This compensation covers the Turbaco collection, rate differential, and the non-operation of the Arroyo de Piedra toll. An outstanding payment of US$70,744 million remains and a projected expense of US$95,917 million is anticipated between January and October 2024. From December 2024 onwards, the project is expected to face a deficit of US$2,084 million for compensations.
