The National Infrastructure Agency (ANI) has signed a contract with the Autopistas del Caribe concession for the Cartagena-Barranquilla freight corridor.
The Autopistas del Caribe concession is a Private Initiative, where the originator is responsible for structuring the project at its own expense and risk. This project involves an investment of US$2.33 billion for construction (CAPEX) and US$4.42 billion for operation and maintenance (OPEX). As part of the project structuring, the concessionaire established a tariff structure to finance the project through the collection of tolls at six existing locations (Gambote, Pasacaballos, Turbaco, Bayunca, Galapa, and Sabanagrande) and one new toll (Arroyo de Piedra). The Turbaco toll accounts for 39% of the project's total average daily traffic (TDP), and Arroyo de Piedra accounts for 7%, meaning these two tolls represent 46% of the corridor's traffic.
Due to insufficient collection for project execution, it has been necessary to compensate with resources from a special subaccount amounting to US$84.903 million to cover the Turbaco collection shortfall, rate differential, and non-operation of the Arroyo de Piedra toll. An additional US$70.744 million remains to be paid, with a projected US$95.917 million needed between January and October 2024.
