Contract Awarded for Centre for Addiction and Mental Health Phase 1D Redevelopment Project

Infrastructure Ontario (IO) and the Centre for Addiction and Mental Health (CAMH) have awarded a fixed-price contract of CAD1.33 billion (USD 984 million) to PCL Partnerships to design, build and finance the CAMH Phase 1D Redevelopment project in Canada.

The PCL Partnerships team includes:

  • Applicant Lead: PCL Constructors Canada Inc.
  • Design Team: Diamond Schmitt Architects & Architectural Resources
  • Construction Team: PCL Constructors Canada Inc.
  • Financial Advisor: TD Securities

The Phase 1D Redevelopment initiative encompasses the establishment of a novel structure, the Secure Care and Recovery Building, designed to enhance CAMH's forensic services. When finalized, the Secure Care and Recovery Building will feature:

  1. Expanded bedded capacity to bolster the Forensic mental health program.
  2. Designated family visitation spaces within the inpatient units.
  3. Enclosed outdoor areas to facilitate the recovery process.
  4. Outpatient services.
  5. Security and building support services.

PCL is set to commence site mobilization, and construction is slated to commence in the spring of 2024. The target for project completion is the winter of 2028/2029.
