The government of Hesse in Germany has awarded the Mulheim and Kassel Riot police refurbishment contract to HOCHTIEF. The project works include refurbishing and modernizing of two police properties with over 50 buildings within five years. HOCHTIEF will operate the buildings for 30 years. In addition to the riot police departments in Mühlheim am Main and Kassel, the Police Academy Hesse and the Hessian School of Police and Administration are also included in the contract.
The focus of the modernization is on energetic refurbishments and energy-efficient new buildings as well as reconstruction measures to increase the utility value of the buildings. All work is carried out by HOCHTIEF Infrastructure during ongoing service and teaching. The project follows the objectives of the CO2 reduction and energy efficiency program (COME) of the state of Hesse. COME, in turn, is part of the project of the CO2-neutral state administration. Hesse sets itself the ambitious goal of working climate-neutral by 2030. Extensive energy refurbishment in the area of the national real estate is indispensable
The goal is to preserve the existing real estate as far as possible. New buildings are planned only to a limited extent. Some old buildings will be demolished. HOCHTIEF acquires the land of both properties and provides it to the police as landlord for the duration of the operating period.
The property in Mühlheim am Main of the III riot police department consists of a total of 29 buildings. The houses were built between 1897 and 2006, mainly in solid construction. Only 14 of these buildings are currently heated. The riot police use real estate in a variety of ways: office and administration buildings, training and classrooms, workshops and sports facilities, space shooting range, ammunition bunkers, and garages. Further buildings house the canteen and a heating center.
At the location in Kassel, the property of the IV Preparedness Police Department comprises a total of 21 riot police buildings, the Police and Administration College and the Hesse Police Academy. Currently, 16 of these buildings are heated by district heating. The police use them as administrative, training and accommodation buildings, sports and swimming pools, garages, canteens and space shooting range.
