The University of Southern Maine is seeking a highly qualified firm to develop a strategy and facilitate the process for validating, financing, building and possibly managing a residence hall for USM’s Portland Maine campus.
The work consists of conducting market research and analysis to validate the size, scope, and features for an economically viable and successful residence hall for the USM (University of Southern Maine) Portland campus, help determine the optimal location considering factors such as existing buildings, review and recommend options for financing, ownership, and management of a residence hall on the USM Portland campus including various models of Public Private Partnerships, help determine best approach for a public competitive process and assist USM in obtaining required internal and external approvals.
The work is divided in three phases consisting of Validation of Housing Strategy, Financing / Ownership Options, and RFP Process consecutively.
