Consultants sought for Kampala bus rapid transit project in Uganda

Kampala Capital City Authority (KCCA) has invited consulting firms to express interest in reviewing and updating the detailed designs for the bus rapid transit (BRT) system in the Greater Kampala Metropolitan Area, Uganda.

The assignment aims to achieve the following objectives:

  1. Review and update the detailed designs of a BRT system, ensuring responsiveness to user needs, capacity to handle anticipated demand, and economic feasibility.

  2. Create a fundamental financial model to evaluate the financial sustainability of the BRT system.

  3. Formulate a plan to identify affected taxi operators, engaging with both owners and employees to understand their organizational structure, ownership, and operational processes.

  4. Develop a strategy for negotiations with taxi operators, determining suitable compensation or integration methods for services along the affected routes. This approach aims to prevent competition between existing taxi services and the newly introduced BRT services.

  5. Establish a fare collection policy and structure, providing advice to KCCA on appropriate fare collection mechanisms and technologies. This involves specifying requirements for automatic vehicle location and passenger information systems. Additionally, it includes preparing bidding documents for fare collection and intelligent transportation systems (ITS) systems.

  6. Develop guidelines to support efficient traffic and parking management along the corridors where the BRT service will be operational.

  7. Prepare comprehensive bidding documents for all infrastructure elements of the BRT system, as well as contracting documents.

Uganda has secured funding from the African Development Fund for the Kampala City Roads Rehabilitation Project (KCRRP). Part of this funding will be utilized for payments related to a consultancy contract for updating the detailed design of the BRT System in the Greater Kampala Metropolitan Area (GKMA).
