The government of Djibouti and the World Bank have issued a request for expression of interest for the technical consultant for a road corridor between Djibouti and Ethiopia. The authorities have identified the need to investigate the feasibility and the packaging of the different technical and procurement options which will provide the best solution in delivering a road project through the mobilization of private sector participation for the road corridor Djibouti (Djibouti) - Addis Ababa (Ethiopia).
The technical consultant is needed to provide services such as review and assess the institutional capacity of the current scheme and the legal and regulatory framework for the sector in the country of Djibouti, conduct a market sounding for the business environment for PPPs in Djibouti in terms of opportunities, challenges and risks, conduct a revenues analysis (traffic and tariff) including origin I destination and willingness-to-pay surveys and integrating the impact of the existing railway and recommend a PPP structure outlining the main legal, regulatory, and institutional aspects and risk analysis of the proposed model.
