Consultant sought for completion of stage two of Clyde Metro

The Strathclyde Partnership for Transport has sought a consultant to support the completion of stage two of the Case for Investment for the Clyde Metro project in Glasgow, UK.

This framework comprises eight lots:

  1. Transport Planning & Modelling:

    • Development of transport policies, strategies, and plans.
    • Research, analysis, and feasibility of transport options.
    • Advisory roles in third-party Transport Assessments.
    • Transport modeling, data collection, and passenger demand forecasting.
  2. Transport Engineering:

    • Development of transport policies, strategies, and plans.
    • Thorough research and analysis of users, infrastructure, and transport components.
    • Addressing transport poverty and promoting sustainable travel.
    • Transport modeling, data collection, and forecasting.
  3. Land Use Planning & Placemaking:

    • Assistance in planning and land use matters.
    • Representation at inquiries and negotiation with property owners.
    • Advice on land regeneration, development capacity, and housing site identification.
    • Focus on Community Wealth Building and regeneration plans.
  4. Business Cases & Economic Assessment:

    • Development, review, and audit of business cases.
    • Economic assessments, including cost-benefit analysis and impact on sectors.
    • Workshops, advice on best practices, and aligning with HM Treasury's 5-case model.
  5. Environment:

    • Environmental screening, assessments, and compliance.
    • Strategic environmental assessments and climate change adaptation assessments.
    • Development of strategies for climate change adaptation and biodiversity.
    • Monitoring and evaluation of environmental strategies.
  6. Impact Assessments:

    • Conducting various impact assessments, including Equality Impact Assessment and Health Impact Assessment.
    • Support for strategy development to address identified impacts.
    • Recommending corrective actions and monitoring implementation.
  7. Legal & Commercial:

    • Legal services covering legislation and compliance for public transport systems.
    • Development and review of contracts, terms, and legal agreements.
    • Independent legal advice, dispute settlement, negotiation, and mediation.
    • Preparation and review of orders, bills, acts, and regulations.
  8. Marketing, Branding & Communications:

    • Development of marketing and branding strategies.
    • Graphic design and creation of branded materials.
    • Content preparation for online and offline platforms.
    • Monitoring and evaluating marketing campaigns and ensuring brand consistency.
