Colombia's ANI to launch Avenida Longitudinal de Occidente (ALO) Sur in Bogotá

The National Infrastructure Agency (ANI) of Colombia is set to launch the contracting process for the construction of the Avenida Longitudinal de Occidente (ALO) Sur in Bogota by July. The project will be implemented under the Public-Private Partnership (PPP) scheme. 

ANI would open the bidding process once the Private Initiative is considered viable, which was evaluated and managed in conjunction with the Mayor's Office of Bogotá through the Urban Development Institute (IDU) and after supplying all the internal procedures and before the National Government. ANI is hoping to award the contract at the end of the year.

The concessionaire will seek to connect Calle 13 (west of the capital) from Fontibón to the Chusacá intersection, through the construction and improvement of nearly 24 kilometers of dual carriageway and a 153,000 square meter mall. This project also includes a modern cycle route of more than 10 kilometers, which aims to promote air quality through the use of bicycles and in response to the high flow of this type of transport that is mobilized by this place. 

The original project of the Longitudinal de Occidente Avenue is divided into three sections, the north that starts at the Los Andes tollbooth and goes to Calle 80, the center that goes from 80th street to 13th street, and the south that begins in 13th street and goes to Chusacá.

In turn, the southern section will be divided into two corridors, the first one will start in Bogotá with a new intersection at grade 13 on the "Ye " de Fontibón to the Bogotá river, where a double carriageway will be built. The second corridor will be between the Bogotá River and will go to the intersection of Chusacá, which includes the construction of a dual carriageway of 14.5 kilometers, this section includes an uneven intersection on the Indumil road in Soacha.
 
The investment of the project is estimated at around COP1.057 billion (US$325,000) and the works will last about 5 years, however, it is planned to have the first roadway operational in the third year of the project, counted from the signing of the concession contract. It is estimated that this route has an average daily traffic of approximately 4,000 vehicles when starting operations and the corridor will allow the Capital District to implement in the future the massive transportation system between Bogotá and Soacha.
 
Among the benefits of this new route are the savings in travel time calculated in 30 minutes; the decrease in vehicular operation costs, optimization in the vehicle and tourism traffic flows; and the generation of more than 1,500 jobs. The originator of this concession project is the ALO South Plural Structure.
