Policy Session the Board of County Commissioners (BCC) has approved the use of a Public-Private Partnership (P3) approach for the development of the Courthouse Replacement PPP project in Oregon city. After the policy session hold on May 5, 2021, Clackamas County is one step closer to proceed with the procurement of a company to design, build, partially finance, operate and maintain (DBFOM) the project. The new courthouse will have improved access, will be safe for all visitors and employees and will provide ample courtrooms.
The Net Present Value (NPV) of the projected availability payments is estimated at US$170 million and is established by the Board as an "affordability ceiling" for the PPP procurement process. The next action will include a public hearing on May 20, 2021, during which the Board may adopt the PPP authorizing Resolution, allowing the start of a tender process. The procurement will consist of a Request for Qualifications (RFQ) and a Request for Proposals (RFP), culminating with the selection of a preferred partner.
