CCS Announces US$ 1 billion Estate Management Services 2 Framework for UK Public Sector

​The Crown Commercial Service (CCS) has issued a tender notice for the Estate Management Services 2 framework agreement.

This framework is designed to provide estate management services to Central Government Departments and other UK Public Sector Bodies, including Local Authorities, Health, Police, Fire and Rescue, Education, and Devolved Administrations. The services are divided into eleven lots:

  1. Total Estate Management​

  2. Estate (Property) Management​

  3. Agency and Lease Management​

  4. Surveying and Strategic Advice​

  5. Valuation and Compulsory Purchase Orders​

  6. Business Rating Services​

  7. Workplace Services Performance Partner​

  8. PFI Technical and Strategic Advice Services​

  9. PFI Surveying Services​

  10. PFI Fire Safety and Audit​

  11. PFI Specialist Commercial and Financial Advice​

The framework has an estimated total value of GBP 650 million (US$ 838 million), excluding VAT (GBP 780 million, including VAT), and is expected to run from October 29, 2025, to October 28, 2029.
