The Department of Infrastructure of the state government of Bahia, located in north-east Brazil, has announced intentions to develop a 12.4km road bridge over All Saints' Bay (Baía de Todos os Santos) through a public-private partnership (PPP).

The bridge will connect Salvador, the state capital, with Itaparica Island. The selected private partner will construct, operate and maintain the bridge, as well as access roads from Salvador and Vera Cruz, a municipality that occupies 87% of the island's area, totalling 4.6km.

The PPP will also include the extension and upgrading of sections of the BA-001 highway. The private partner will construct new 9.3km section which will bypass the urban area of ​​Vera Cruz, and add new lanes to an existing section between the new bypass and the Funil Bridge.

The Department is holding a public hearing for the project on 21 March 2019 in Salvador. This forms part of a public consultation launched in December 2018 which aims to collect contributions and information that will support the final preparation of the edict, draft contract and other documents related to the project. The submission deadline for the consultation is 29 March 2019.

The state government aims to launch a tender for the project this year. China Communications Construction Company and China Railway 20 Bureau Group have publicly expressed interest in bidding. Brazilian infrastructure developer CCR is also reportedly interested.

The total estimated investment of the project is BRL5.3 billion (~US$1.4 billion). The state government is reportedly willing contribute BRL1.2 billion (~US$320 million).
