Brazil plans to launch housing PPP concessions for city of Sao Paulo

The City of Sao Paulo in Sao Paulo state, Brazil has launched a public consultation call for the housing project aimed to provide housing and social assistance services for the homeless population.

The project will be implemented in two lots and provide 1,747 housing units distributed in 15 sites. The scope of works also includes the construction of a cafeteria, fitness studio and spaces for educational, leisure, cultural, or similar activities as well as community gardens. Each housing building will have space for social work activities, collective laundries, parking lots and other amenities.

The lots are divided as follows: 

  • Lot 1: 318 private units ranging from 12 to 36 m² of area located at three sites in neighborhoods of Sé and Santa Cecilia. The estimated investment value is BRL156.50 million (US$28.09 million);
  • Lot 2: 1,389 private units ranging from 12 to 36 m² of the area and 40 units for residential services ranging from 150 to 320 m² of area located at twelve sites in neighborhoods of Tatuapé. The estimated investment value is BRL761.80 million (US$136.73 million).

The deadline to submit comments during the public consultation is January 31, 2022. Authority is planning to launch separate procurement processes for both lots. The notice for bidding process is expected to start once the public comment period is over.
