International Finance Corporation (IFC) has issued a request for expression of interest (RFEOI) seeking communication consultant to design a communication strategy for Brazilian Private-Sector Participation (PSP) Facility.

The Brazilian Private-Sector Participation (PSP) Facility was created in 2007 as an innovative infrastructure development partnership between the Brazilian Development Bank (BNDES), the Inter-American Development Bank (IDB), and the International Finance Corporate (IFC). The goal of the partnership was to combine the expertise, experience, and resources of three development banks to bring international experience and global best practices in designing innovative public-private partnerships that would meet Brazils critical economic and social infrastructure needs. In September 2017, the three institutions agreed to extend their partnership for another decade to help deliver new innovations to Brazilian infrastructure development as the country emerges from recent difficulties and looks to expand the range of potential investors and deliver new benefits for the country.

The communication consultant will design a communication strategy that will:

  • Promote the partnership and the work of the three partners in delivering some of Brazils most important infrastructure projects over the past decade, educating key audiences so they fully understand the scale of work and results achieved by the three partners;
  • Target specific key audiences to increase their knowledge of the partnership, how it operates, how each partner contributes, and its outcomes;
  • Educate target audiences about the importance of the 10-year extension of the partnership and the partner's vision for infrastructure development, trends, and opportunities in the coming years.
