Bids submitted for Indianapolis Justice P3 project

You can receive them by email on a daily basis.The City of Indianapolis, USA, received the final proposals from the three shortlisted bidders for the construction of the new Marion County criminal justice complex.
The three teams are the following:
- Indy Justice Partners: Fengate Capital Management Ltd., AECOM Global Fund I LP and Shiel Sexton Company, Inc.
- Plenary Edgemoor Justice Partners: Plenary Group USA Ltd., and Edgemoor Infrastructure & Real Estate LLC.
- WMB Heartland Justice Partners: Meridiam Infrastructure Indy Justice, Balfour Beatty Investments, Inc. and Walsh Investors, LLC
The preferred bidder is scheduled to be selected on 23 December 2014. Construction is expected to start early 2015 and finally the new Marion County criminal justice complex is scheduled to be opened in 2018.
The new consolidated criminal justice campus will include: 3,480 bed detention facility, 750 bed minimum security/ transitional community corrections facility, 32 courtroom courthouse, a law office building, a juvenile court and 100 bed juvenile detention center, a Sheriff's office, a Surface and structured parking facilities, and a Central facilities for maintenance, warehouse, central plant and underground connecting tunnel system.
The project will be developed on a design, build, finance, operation and maintenance (DBFOM) basis.
The total project investment estimated at US$300 million.
The project's request for revised proposals (RFRP) considered that teams could not ask for an annual payment higher than the City's stated annual affordability limit of US$50.047 million, an important factor to ensure the project can be completed within the existing agencies' budgets.
