The Kuwait Authority for Partnership Projects (KAPP), in collaboration with the Ministry of Electricity & Water & Renewable Energy of the State of Kuwait (MEWRE), announced the shortlisted bidders for Az - Zour North Phase 2 & 3 Independent Water and Power Plant (IWPP) and Al-Khairan Phase 1 IWPP.

The Az-Zour North Phase 2 & 3 IWPP project is a combined power and water desalination facility designed to generate a minimum net capacity of 2,700 MW of power and produce 120 MIGD of desalinated water. The operation of the project is anticipated to rely on a combination of liquefied natural gas and high-pressure natural gas, with gas oil serving as a backup fuel. Situated at the Az-Zour North site, the project is adjacent to the western boundary of the Az-Zour North 1 IWPP facility currently operational and the northern boundary of the existing Az-Zour South power complex. It is located approximately 100 km south of Kuwait City along the Arabian Gulf coast.
The Al-Khairan Phase 1 IWPP project is a power and water desalination plant, targeting a net capacity of 1,800 MW of power and 33 MIGD of desalinated water. It is planned to operate using a mix of liquefied natural gas and high-pressure natural gas, with gas oil as a backup. Located near the southern border of the existing Az Zour South plant, about 100 km south of Kuwait City, the project will export its outputs to Kuwait's electricity grid and water transmission network. It is governed by a 25-year Energy Conversion and Water Purchase Agreement (ECWPA) with MEWRE as the off-taker.
