Uruguay’s Autovías Cinco consortium, consisting of Aldesa Construcciones SA , Coalvi Renovables SL and Ramón C. Alvarez SA, has applied for a US$65 million investment from IDB Group for the development of the Routes 14 and 15 (Circuito 5) PPP project.
The estimated approval date of the investment is September 29, 2020.
The Project "Circuit 5" is located in the interior of the Eastern Republic of Uruguay, covering part of the departments of Florida, Lavalleja, and Rocha. The Ministry of Transportation and Public Works (MTOP) has granted, through a 20-year Concession, the design, construction, operation, and financing of the road infrastructure of Routes 14 and 15 to the Concesionario Autovías Cinco SA.
For the sections of Route 14 that go from the town of Sarandí del Yí to the town of Lascano, the construction of a new route is proposed, incorporating a new geometry and improving the standard of the current route. For its part, for the section of Route 14 that goes from Varela to Lascano, it is planned to raise the current elevation of the route to a level that allows avoiding recurrent floods due to the frequent floods of the Cebollatí River; these floods cause the interruption of the passage of vehicles and pedestrians. The planned improvements in infrastructure will reduce the cost of vehicle operation, travel time, and the risks of accidents, especially at crossings and junctions, scenarios of frequent accidents in recent years.
The participation of the IDB Group in the project will consist of a Loan A provided by IDB Invest. The financial plan will be complemented by the sponsors' own capital and co-financing from the local bank, which will provide resources in the local currency, in the amounts required to complete the financial plan.
