The Honolulu Authority for Rapid Transportation (HART) has awarded Ashurst a contract to provide legal advisory services for the Honolulu Rail Transit Project. This involves the development of a high-capacity rapid transit service in the travel corridor between East Kapolei and Ala Moana Center in Honolulu, planned to be a 32km grade-separated fixed guideway transit system with 21 stations.
To public knowledge, HART has not yet decided whether to implement the project through a public-private partnership (P3), though since the Request for Proposals (RFP) for the advisory services contract was issued in late April, the authority has been advised to do so by Ernst & Young (EY) Infrastructure Advisors. However, according to the award letter published on HART's website, Ashurst's contract is entitled "Legal Services for Public Private Partnership (P3) Support Contract", so perhaps the authority has made its decision and an announcement is pending.
