The City Council of Annapolis in the USA has approved the execution of the agreement between the City and Annapolis Mobility & Resilience Partners (AMPR) for the development of the Parking Facilities Redevelopment PPP project.
AMPR is formed by Amber Infrastructure/Hunt (Developer), Whiting-Turner (Design-Build Contractor), BCT Architects (Master Planner), Walker Parking Consultants (Lead Designer, Hillman Garage), WSP (Lead Designer, City Dock), Mahan Rykiel (Landscape Architect), Premium Parking (Parking Operator), and Via (Mobility Solutions). The consortium has won the bid to design, build, finance, operate and maintain the new Hillman Garage project.
The agreement allows AMPR to finance the project using future earnings of the garage. The concession period of the project is 30 years, after which the garage transfers back to the City. The authorities will also receive a one-time payment of US$20-25 million, which can be used to fund the redevelopment of the City Dock.
