The government of Alberta is developing the business case to move forward with a PPP approach to deliver 25 new schools approved in the 2019 Capital Plan. Out of which five schools are suitable to award contracts on PPP procurement. After the business case, the next step will be issuing a Request for Qualifications to the industry in spring 2020.
Alberta’s 2019 Capital Plan invests CAD 397 million (US$ 300 million) over five years for 25 new school projects, five of which are anticipated to be delivered through PPP. The proposed schools are as following:
Additional opportunities for PPP projects will be assessed as planning and design proceeds. School projects outside of the PPP bundle will be delivered through more traditional methods such as design-build. The government will work with school jurisdictions throughout the process.
The government has also re-established Infrastructure for a Public-Private Partnership (PPP) Office to work with other ministries to advance future P3 projects.
Alberta government has successfully used PPPs to deliver 40 schools, ring roads in Calgary and Edmonton, and a water/wastewater treatment plant in Kananaskis Country. These PPP projects saved an estimated CAD 2.2 billion (US$ 1.66 billion) over the cost of delivering through more traditional methods.
