The Government of Albania, acting through the Ministry of Transport and Infrastructure (MTI) has announced it has awarded the Milot - Morine highway concession.
The consortium is formed by a team of Indonesian development company PT Citra Marga Nusaphala Persada and by Turkish developers Vendeka Bilgi Teknolojileri, Savronik Sistem, Mehmet Unal He Taahhlil Insaat Madencilik San. Ve Tic. A.Ş.
The Turkish company offered to invest €50.6 million ($56 million) to complete the segment link to neighboring Kosovo and to undertake €320.6 million maintenance during the concession period.

The announcement of the winners was made in association with the International Finance Corporation (IFC), and bid awarded by government guarantees a subsidy of up to €5.6 million per year if the concessionaire will not carry the scheduled traffic.
The offer submitted by the joint venture led by Catalyst Viva submitted an offer requesting a subsidy of €4.995 million, proposed an initial investment of €43.41 million and investment in O&M of €217.56.
Offers submitted by the Biba Luman was a blank page without an offer.
The preferred bidder was selected by the Commission Bid Evaluation in agreement with the IFC.
The consortium will be responsible for the upgrade, operate and maintain of the highway subject to a set of predefined performance standards over a 30 year concession term. The concessionaire will also collect and keep toll revenue and in exchange it will have responsibility to implement and finance motorway improvement measures, construct a new Drini Bridge at Kukes, and implement the most urgent geotechnical stabilization works.
