This paper draws on 22 reviews undertaken in developing and emerging economies. It identifies actionable policy options to enhance the enabling environment for infrastructure investment, for the consideration of both host-country governments and their international partners. In 2014 this paper was contributed to the G20 Development Working Group (DWG). As a result, it is being used by the DWG as the starting point for initiating work on policy indicators on the enabling environment for infrastructure investment.
