Uruguay announces fifth road PPP

The Ministry of Transport and Public Works (MOPT) presented to the Ministry of Economy and Finance (MEF) the project of the 5th road corridor to be undertaken under PPP scheme. The MEF must evaluate the initiative and give the approval in order to launch the tender process.

The 5th corridor includes construction works on Route 14 East and Route 15. The first is from Route 6 to Empalme Velázquez and the second is from Empalme Velázquez to Lascano.

The winning bidder will be in charge of the design, build, finance, operation and maintenance (DBFOM) of the road project.

As we reported in early August 2016, the Ministry of Transport and Public Works of Uruguay received four proposals to carry out the Rocha - Chuy route 9 and route 15 PPP project.

Interested teams comprised: 

  • Ramón C. Álvarez S.A.,
  • Spain's Rover Alcisa S.A. jointly with Construcciones Rubau S.A., 
  • Grupo Oriental 2 consortium, formed by Ciemsa, Traxpalco S.A. and Hernández y González S.A. and 
  • Consorcio Vial Este (conformed by CVC and Serviam S.A).

The tender involved:

  • Upgrade, development, operation and maintenance of the routes 12, 54, 55 and 57 and the Carmelo bypass.
  • Upgrade, development, operation and maintenance of the routes 9 and 15.

On the other hand the 3rd (route 14 with bypass access to Sarandí del Yí and the connection with route 3). Meanwhile, the 4th (route 26) is still in the process of launching the process of draft contract and called for a tender.
