University of Kentucky tenders mixed-use parking P3

The University of Kentucky (US) has launched a tender process for a mixed-use parking development.

The Request for Proposals (RFP) contemplates the selection of a developer to construct a mixed-use development consisting of ground floor retail and/or additional commercial space such as office space with 4 or more levels of supported parking above on the site known as the Jersey Street lot.

The University intends to enter into a Lease, based upon fair market value, with the selected developer.

The project must include an adequate amount of parking spaces reserved for the exclusive use of the University’s students, faculty, and staff. 

The evaluation criteria will consider the capabilities of the offerors and will include experience, resources, financial capability, and project financing including equity.

The components of the project are as follows:

  • The parties will negotiate and execute a long-term Lease for the Jersey Street lot.
  • The developer will construct, operate, and maintain the mixed-use parking development at the Jersey Street lot.
  • The project shall include an acceptable number of parking spaces (exact number of parking spaces to be determined) for exclusive use by the University’s students, faculty, and staff each Monday through Friday from 5:00 a.m. until 7:30 p.m. each day.
