Two final proposals submitted for US-36 Managed lanes toll concession project

The Colorado High Performance Transportation Enterprise (HPTE) has received two proposals in response to its Request for Proposals for private firms to develop the US 36 Managed Lanes Toll Concession Project. HPTE received proposals from the following shortlisted proposers by the required March 1, 2013, submittal date:

The other team shortlisted for the project, Denver Access Partners (which included Cintra Infraestructuras, S.A., Ferrovial Agroman US Corp., Lawrence Construction Company, and AZTEC Engineering Group, Inc.), did not submit final offer for the project.

HPTE will conduct an evaluation of the proposals to ensure that each meets the requirements of the Request for Proposals. It is anticipated that the HPTE Board of Directors will announce the preferred proposer in early April 2013.

Plenary Group appointed Dale E. Bonner (California's former Secretary of Business, Transportation and Housing.) as Chairman of Plenary Group USA a few days ago.

The project

The DBFOM agreement will be structured as a toll concession and is expected to have a term of 50 years.

The successful proposer will reconstruct six miles of existing US36 from 88th Street to Table Mesa and add a managed lane in each direction. The concessionaire will also be responsible for operations and maintenance of managed lanes in the complete US 36 corridor and the existing I-25 Express Lanes.
