Transaction advisor appointed for Bangladesh flyover PPP

Bangladesh Public Private Partnership (PPP) Office under the Prime Minister's Office awarded on 27 April 2014 a PPP Transaction Advisory services contract to a joint venture of PricewaterhouseCoopers (PwC) and BMB Mott Macdonald for construction of Flyover from Shantinagar to Dhaka-Mawa Road (Jhilmil) on PPP basis.

Considering the need to reduce the existing traffic congestion along Dhaka's North-South road network and to address the traffic growth forecasted to arise from other infrastructure developments, including the Padma bridge and Jhilimil Housing project development, the Government of the People's Republic of Bangladesh (GoB) has formulated the project "Construction of a flyover from Shantinagar to Dhaka-Mawa Road (Jhilmil) via 4th (new) Bridge over Buriganga River" as a Public Private Partnership (PPP) project in the transport sector.

The proposed flyover is about 11 Km in length with the 4th Buriganga Bridge. This route will play an important role in the North-South traffic movement and for reducing traffic congestion in Dhaka city particularly in the old Dhaka city (the southern portion of the capital) which will be linked to the proposed Padma Bridge.

The Transaction Advisory services contract focuses on undertaking a technical, commercial, financial, environmental and social viability study and support in designing a PPP structure for the proposed expressway. The technical feasibility will include detailed engineering surveys, design & analysis (road, bridge, hydrography, topography) as well as environmental and social assessments. The transaction advisors will support the PPP office in designing a PPP structure optimising the revenue potential of the project and risk allocation amongst different stakeholders. This will aid to attract the best available companies in the bidding process. They would also provide assistance to the implementation agency in the delivering the project, including developing bid evaluation, governance strategy and bid documents; project marketing; assistance in bid evaluation, project negotiation and contract signing.
