The Magdalena River Public-Private Partnership (APP), the project that seeks to regain navigability through Colombia's main tributary, reached three important milestones. The first was the presentation of the results of the structuring, technical, financial and legal of the APP by the Inter-American Development Bank (IDB), with which the first great step is taken so that the initiative to recover the river is more close.
This APP has been jointly structured by the National Infrastructure Agency (ANI) and Cormagdalena, under the leadership of the Ministry of Transportation, and has had the support and accompaniment of the IDB and its consulting teams, including renowned firms Royal Haskoning, ERM, EY and Durán & Osorio.
The second milestone is the publication of the terms sheet that defines the conditions for the contracting process of the Magdalena River PPP by the ANI, a document that defines the main aspects for the award of the project in legal, financial and technical terms. . With this, the information made available to interested parties on the maturity of the technical, environmental, social, property, legal and financial structuring studies of the project will increase, generating greater trust and interest among potential interested parties.
Finally, the third milestone that points to the future development of the Magdalena came from the National Economic Policy Council, which issued a favorable concept for the issuance of a CONPES document to regulate the State's contractual risks for infrastructure projects in waterways and navigable channels. in the country.
These three milestones, added to the commitment of the national government and the Transportation Sector, mark a turning point for the recovery of navigability along the Magdalena River. It is expected that the tender for this APP will remain open during this semester, and that the project will be awarded before the end of this year.
