The Government of Canada has launched a request for Expression of Interest (RFEOI) notice seeking a private partner for its High-Frequency Rail (HFR) project connecting Quebec City to Toronto. The HFR Project will consist of an over 1,000 km intercity passenger rail network of mostly electrified tracks connecting Toronto, Ottawa, Montreal, and Quebec City.
The private partner will be responsible for design, build, finance, operation and maintenance (DBFOM) of the project. The project will also establish new routes on discontinued and lower density freight rail infrastructure between Toronto-Peterborough-Ottawa, Ottawa-Dorion-Montreal and Montreal-Trois-Rivières-Québec City.
