Tender launched for Cavite-Laguna Expressway PPP project

The Philippine Department of Public Works and Highways is inviting local and international companies to pre-qualify to bid to finance, design, construct, operate, and maintain the Cavite -Laguna Expressway project as a PPP.

The Project is a 4-lane 47 km closed-system tolled expressway connecting CAVITEX and SLEX. It will have interchanges in 9 locations, namely: Kawit, Daang Hari, Governor's Drive, Aguinaldo Highway, Silang, Sta. Rosa-Tagaytay, Laguna Blvd., Technopark, and a Toll Barrier before SLEX.

The aim of the CALA Expressway is to provide a more convenient and faster route to/from Metro Manila to the Calabarzon Region (Cavite, Laguna, Batangas, Rizal, Quezon) and it is expected to:
  • Decongest traffic on the existing road network in the CALA area;
  • Reduce travel time from CALA area to Metro Manila and vice-versa;
  • Serve as a connector between the existing and operational CAVITEX and SLEX; and
  • Improve the competitiveness of Region IV-A/CALABARZON as an investment destination.

Pre-qualification Documents should be submitted to the DWPH on or before September 23, 2013

    Philippine PPP Center announced on 30 July 2013 that so far 11 firms have expressed interest in the Cavite-Laguna Expressway (CALAX) PPP project.The firms have purchased the pre-qualification documents for prospective bidders after the Department of Public Works and Highways (DPWH) issued out its invitation to prequalify and bid last July 22, 2013. NAIA Expressway in ManilaAs of July 26, the interested firms include: San Miquel Corporation, Korea Expressway Corporation, Alloy MTD Philippines Inc., Macquarie Infrastructure Holdings (Philippines) Pte. Limited, Megawide Engineering Excellence, Leighton Contractors (Philippines), Inc., Makati Development Corporation, AC Infrastructure Holdings Corporation, EGIS Projects Developer of Infrastructure & Service, Metro Pacific Tollways Development Corporation, and Aboitizland, Inc.CALAX is the third project of the DPWH under the public-private partnership mode and has, so far, the biggest project cost at 35.42 billion pesos (US$806 million).
