Tender issued for Oil Storage Development PPP Project in Botswana

The Botswana Government, through the Ministry of Minerals and Energy and Botswana Oil Limited (BOL), has sought to procure an experienced and suitably qualified developer to design, build, finance, operate, maintain, and transfer (DBFOMT) the Tshele Hills Strategic Oil Storage Depot near Rasesa village in Botswana.

The depot is used to store both strategic and commercial stocks of petroleum products. The strategic stocks are used to ensure that Botswana has a reliable supply of fuel in the event of a disruption to supply. The commercial stocks are used to meet the demand for fuel from Botswana's domestic market. The depot is a critical component of Botswana's energy infrastructure.

The project involves the design, construction, and financing of the tank farm, gantries, associated infrastructure, offices, and staff housing, encompassing all electrical and mechanical components. Additionally, the financing covers the initial fill, ensuring the establishment of a fully operational depot. Moreover, the project includes the operation and maintenance (O&M) of the depot for a designated period, with the ultimate transfer back to the Botswana government anticipated after the 20-year operation and maintenance period.

Requests for proposal responses must be submitted no later than April 18, 2024. More information about this tender can be found on our Business Opportunity page here.
