The city of Taubaté, in the State of São Paulo, in southeastern Brazil, has recently announced the winning consortium of the city's first public-private partnership (PPP) bidding process in the solid waste sector, the Tubaté solid waste plant PPP project.
According to PPP Brazil, the consortium formed by Marquise Environmental Services and Fortnort Desenvolvimento Ambiental e Urbano, an engineering and construction company based in São Paulo, has submitted the best economic and technical proposal to the request for proposal (RFP) issued by the city for this tender process.
The winning consortium will be responsible for tasks ranging from street cleaning to the collection and disposal of household and industrial waste, and the construction of waste recycling plants. Taubaté currently generates 1,000 t/d of waste.
Under the terms of the agreement the city of Taubaté has agreed to provide to the awarded consortium the amount of R$5,827,523.06 (around US$1,662,470) on a monthly basis from the moment the solid waste plant starts operation. Additionally, the term of the administrative concession is 30 years.
The competition was first published in May 2014, but the São Paulo State Court of Auditors (TCE / SP) suspended the event twice due to irregularities in the bidding process. Now the process has been completed because the municipality promoted the changes requested by the court.
