Sweett Group, the building and infrastructure projects manager, has been appointed by a Prime Balfour Beatty consortium to provide general and financial management plus employer’s agent services on the delivery of the €140 million (US$155 million) Primary Care Center Programme PPP in Ireland.
The Health Service Executive (HSE) and the National Development Finance Agency (NDFA) have signed a contract for the delivery of 14 Primary Care Centres with the consortium composed of Prime, Balfour Beatty and InfraRed Capital Partners Limited(as the investment adviser to HICL Infrastructure Company Limited (HICL). Eversheds has also been arranged to provide legal advisory.
In late May, we reported the financial close of the project. The project has been financed by the European Investment Bank (EIB), and the Bank of Tokyo Mitsubishi UFG (BTMU) and Talanx Asset Management under the Government’s programme of Public Private Partnership (PPP).
The EIB is providing up to 50% of the funding required and the balance is being provided by the Bank of Tokyo Mitsubishi UFG (BTMU) and Talanx Asset Management.
The advisors to the government were: Evershed (Legal advisor), Willis (Insurance adviser), Reddy Architecture, RPS, JV Tierney and ORS (Technical advisors) and NDFA (Financial advisor).
The Care Centres will be built and maintained under a 27-year concession. The location of the new primary care centres will be:
