Stratus launches P3 transaction management service in U.S.

Stratus Infrastructure, the new PPP/P3 bid, transaction and asset management specialist, launches in USA with the appointment of John Small.

Stratus Infrastructure is a bid, transaction and asset manager incorporated in August 2014 by Bob Shekleton and Nigel Brindley.

John Small managed project delivery for the mining and metals industry as Executive Vice President and Head of the Corporate Mining Team for Samsung C&T Corporation from 2008 to 2014. John Small developed the mining entry strategy for Samsung, which included establishment of offices in Australia and South America, leading to several major project opportunities.

Previously, from 2006 to 2008 John Small was group president for Parsons Corporation and a member of the Executive Management Committee. Commercial Technology business achieved over $1 Billion annual revenue, with more than 3,000 employees.

Stratus brings over 20 years' experience of leading investments into P3 public-private partnerships. Its executives have formulated and led P3 proposal teams, closing and managing over $20bn of project financed infrastructure deals from schools and courthouses to transportation schemes such as roads and mass transit rail systems.

Stratus said in its press release:

Use of P3's has been widely adopted to deliver public building programs in other countries while historically, state and municipal governments in the USA have tended to use municipal bond funding for such projects.  Over recent years, 34 states have passed P3 enabling legislation in order to open-up future funding options. Also, P3 enabling legislation is now being seriously considered in Congress for use by the GSA and VA.

 John Small said:
