SPEA Autoestrade selected as technical adviser for Kyiv road PPP project

World Bank's member organization, International Finance Corporation (IFC), has chosen SPEA Autoestrade  as the technical consultant to review the contents of the Pre-Feasibility Study of the Kyiv belt road project.

The Government of Ukraine announced in July 2013 that the Kyiv belt road project from Stolychne motorway (Capital motorway) to highway M-03 Kyiv-Kharkiv-Dovzhansky on the area Kyiv-Boryspil will be implemented on a public-private partnership.

During recent years Kiev (Ukraine) road system, without a structured ring road, has reached its capacity limits and now the Government is considering the ring road completion like a national priority project.

The project of the Kyiv Inner Ring Road will include:

  • About 18km of greenfield full profile motorway section with a total of 8 lanes,
  • A main tunnel of 4 km under the Dnepr River or in alternative a main bridge with a length of 600 m plus a total of 6 km of approach viaducts,
  • 2 major motorway interchanges plus 2 intermediate two levels intersections,
  • new toll system.

The scope of work of the SPEA Autoestrade will include:

  •  Auditing the existing technical documentation
  • Review of traffic model, traffic forecasts and toll revenue estimates
  • Preliminary visual and desk review of geotechnical conditions
  • Value engineering proposals
  • Updated cost estimates, including CAPEX, OPEX and REPEX analysis

Until now a Pre-Feasibility Study has been already prepared and approved by the Government which intends to proceed with next project phases. IFC is assisting the Government as a transaction advisor for the project.
