The World Bank Group has recently published a Request for Expression of Interest (REOI) seeking consultants for a pre-feasibility study for the improvement of the Ministry of Health of Sierra Leone Diagnostic Services public-private partnership (PPP) project.
More specifically, the Ministry of Health of Sierra Leone is aiming at improving its laboratory and imaging services through private sector participation. The consultants will have to determine if it is feasible for the Government of Sierra Leone to undertake a diagnostic PPP project and if so what the structure of the project will look like.
The project is in line with the Government of Sierra Leone's ambitious program to improve the health care system performance, as well as the quality of care and the financial protection of households against high out of pocket payments.
The IFC, a member of the World Bank Group, is advising Ministry of Health to develop this health project. The project is funded by The Infrastructure Development Partnership Fund (DevCo), a multi-donor facility managed by IFC.
DevCo provides advisory services to governments in poorer countries to help them structure transactions which facilitate private sector participation in infrastructure projects.
