Shortlist for Kuwaiti housing PPP

The Kuwait Municipality and Kuwait Authority for Partnership Projects (KAPP) have shortlisted five teams for the build, operate and transfer (BOT) contract for the South Jahra Labour City.

The shortlisted companies and groups for the project are:

  • National Real Estate Company (local)
  • United Real Estate Company (local)
  • Agility Public Warehousing Company (local) / National Industries Group (local)
  • Al-Mazaya Company (local) / Kuwait Investment Company (local) / Tariq Alghanim (local)
  • China State Construction Engineering Corporation (China) / Fouad Alghanim & Sons (local) / Kuwait Financial Center (Markaz) (local)

The scope of the contract comprises the design, finance, construction, operation and maintenance, and transfer of the project to Kuwait Municipality. The project is to be located on a land area of 1,015,000 sqm in the southern region of the country, and involves the development of residential and commercial areas and integrate community, municipal and utility services. It aims to provide adequate and affordable housing for 20,000 male, bachelor laborers, as per KM's directions.

The contract term is for 40 years inclusive of the three-year construction period. The Project will be procured as a PPP and will be tendered in accordance with Law No. 116 of 2014, regarding Public Private Partnerships, and its Executive Regulations.
