
On 14 August 2013, the Education Funding Agency (EFA) has shortlisted three contractors to compete for the
first batch of privately financed priority schools worth £150 million. Wates,
Morgan Sindall and a joint venture between
Interserve and
Kajima have been invited to bid for the contract.InfraPPP understands that around 10-12 firms bid for the batch.The project consists on a contract for the design, build, finance and maintenance of the new educational facilities and provide services for batch 1 of the PSBP programme (seven new build secondary schools) in Hertfordshire, Luton and Reading for a 25 year term.
The tender process was launched on July 3 and the preferred bidder is not expected to be named until early next year.
The model will see an 'aggregator' procure debt finance for the five batches of the £1.8 billion PSPB, rather than finding finance for each batch on an ad hoc basis.
Earlier this month the EFA also invited contractors to bid for a
second batch of PF2 schools in the north east. This batch is worth £120 million, and includes a dozen schools.
Three more batches will be tendered within the next year.
