Shortlist announced for McLoughlin Point Wastewater Treatment Plant Project

On 23 June 2013, three qualified teams have been shortlisted to participate in the next stage of the competitive selection process to design, build and partially finance the McLoughlin Point Wastewater Treatment Plant in British Columbia, Canada.

The McLoughlin Point Project is one of three components of the Capital Regional District's Core Area Wastewater Treatment Program.

Eight teams responded to the McLoughlin Point Wastewater Treatment Plant project Request for Qualifications, which closed on May 10, 2013.

The Core Area Wastewater Treatment Program Commission, responsible for overseeing the Core Area Wastewater Treatment Program procurement process, selected the following three teams to move forward to the Request for Proposals stage:

The Request for Proposals will be issued in July 2013, proposals will be submitted by January 2014 and the Commission expects to select a preferred proponent by spring 2014.

Construction of the new McLoughlin Point Wastewater Treatment Plant Project is anticipated to get underway in summer 2014 with completion in 2018.

The total capital cost of the Core Area Wastewater Treatment Program is estimated to be $782.7 million, with the McLoughlin Point Wastewater Treatment Plant Project estimated at over one third of the total budget.

The Core Area Wastewater Treatment Program is jointly funded by federal, provincial governments and the Capital Regional District. The total proposed federal contribution will be up to $253.4 million, the total provincial contribution is a maximum of $248 million and the Capital Regional District will provide the balance, estimated at close to $281.3 million.
