Senegal announces government building PPP

The Government of Senegal has announced that the construction of institutional building at the Diamniadio city has started.

The project Diamniadio, located thirty kilometers southwest of Dakar, aims to unclog the city, to provide Senegal with an eco-city that will be durable, intelligent, connected, displaying an urban mix that combines institutions, ministries, digital park, university housing, all in 2500 ha. In a short term, 300,000 people will settle down in this new city.

Government departments will also have their place in the new city, making Diamniadio an administrative city. Departments will be spread over the entire territory, forming ministerial poles. The Dakar-Diamniadio Ministerial City project (CM2D) is a state-of-the-art technological innovation and provides viable economic and ecological solutions.

This PPP administrative building will be realized by Envol Immobilier Senegal, a limited company whose activities are related, among other things, to management, acquisition and real estate development.Envol was selected preferred bidder fot the construction of buildings for office use in the form of a public-private partnership (PPP) with the State of Senegal.

The overall cost of the project is XOF56 billion (US$89 million). The financing is provided by Envol Immobilier Senegal, thanks in particular to a loan of XOF30 billion, granted by its strategic financial partner, the group Coris Bank International.
